Can anyone post a link to a site which sets out the laws for towing and
driving in Belgium & Holland?

Here are 2 web sites you can try, they will lead to others. For anything
like this I would just go to Google and search there - unlimited information
there.

We are going to France, Belgium and Holland for the month of June and have
done for many years. It is no great problem, just take your time and let
others pass you. You will certainly need extended wing mirrors, headlamp
beam adjusters, GB plate (unless have new Euro), spare bulb kit for both car
and caravan, 2 breakdown triangles, yellow jackets for emergencies, first
aid kit etc.. In Belgium there are now stretches of motorway where you are
not allowed to use cruise control
Speed limits are much the same as in UK
In both of these Countries watch out for bicycles, they are a menace and
just come up on your blind side with no warning, it is very easy to nudge
them.

Default Towing abroad

You will find a sign at the begining of a stretch where cruise control is
not to be used, normally this is on approaching junctions of motorways.
